How Can We Make the Scientific Method More Practiced in Government?

It feels like there are a lot of societal issues in many countries to which there are relatively simple solutions that a majority of people could agree to. But they don't seem to implemented. Why is that?

For example in Stockholm we have a major housing problem with demand being a lot higher than supply due to rules and regulations inhibiting the market forces to do their magic. And this isn't unique to Stockholm. I believe there are a few very simple steps we could take that would terminate the housing issue. But we don't take these steps. It is as if the political landscape is not looking for simple solutions to major problems, but something else. Having a bad housing market can have very negative impact on the long term growth and well-being of a city. I know anecdotally a lot of people who are not moving to Stockholm or leaving the city because it's very difficult to find somewhere to live permanently. Imagine if these people and many others with them didn't have this problem but easily could move here. That would increase the talent pool, the economic activity and the overall wellbeing of the city (i.e. the people that live here).

My suggestion to this problem would be to do two main things, and automatically without any further efforts from the government, I believe the result would be a thriving housing market within 10 years.

  1. Remove price control. Let the market be free and decide the prices. This will make profitable investments in rental houses possible and investment should increase by a lot. This will lead to a growing supply of homes.
  2. Remove most building regulations. For example in Stockholm you're not allowed to build anything that is taller than the churches. There should be demand for skyscrapers in this city if it was just allowed.

These are the main pillars. Then there might be some implementation details to discuss for example, how do we prevent segregation if all housing prices are decided by the market? Perhaps that can be solved by having a certain percentage of "affordable housing". I'm sure there are some smart implementations for this that we can look to. And also, we should attack this problem scientifically and not politically.

And regarding building regulations, perhaps we don't need to demolish the pretty buildings first but we could start with the objectively ugly buildings from the 70s.

What does it take to make politics more solution oriented and scientific and less tribal? Why does there have to be polarization in certain questions where the answer is close to obvious? Or am I perhaps blinded by my own values?
